Many fuse boards are out of date and simply don’t comply with modern health and safety requirements. If your fuse board / fuse box has a wooden back board, cast iron or ceramic switches, or a mixture of fuses it is likely that it dates back to before the 1960’s. However, you first need to find and correct the fault.
